Share of the budget taken up by real debt the government is expected to bear in future. Higher means a heavier burden on future generations.

How to read: in the source, municipalities whose available funding exceeds their future liabilities are not assigned a ratio and are shown as "-". This table lists only municipalities for which a ratio was calculated, so municipalities with effectively no future burden are not included — the top of this list is therefore not the lowest burden nationwide. The early-warning threshold under the Local Government Finance Soundness Act is 350% for municipalities.
In 2023, Nagai-shi, Yamagata recorded the highest Future-burden ratio (256.1%) and Anan-shi, Tokushima the lowest (0.0%) among 787 municipalities in Japan. The national average is 43.8%. Source: MIC — Key Fiscal Indicators of Municipalities (Local Public Finance Survey).
