Miyazaki Prefecture

Miyazaki has neither a protrusion that lets you draw its outline in a single stroke nor a fatal single-point collapse. The indicators line up almost near the national average, drawing a “balanced type” with little unevenness. What barely separates the two ends are the highest, the birth rate (total fertility rate), and the lowest, per-capita prefectural income. Even that gap is mild, and the very lack of undulation becomes this prefecture’s characteristic.

Within this, what is structurally non-obvious is that the birth rate overshoots by about 1.7σ the level expected from the prefecture’s overall underlying power. This is not a weakness of missing the catch relative to its capability, but rather the reverse—it can be read as an honest strength that juts out beyond the underlying power. While income and employment sink to the lower ranks, this one child-rearing-related indicator stretches far beyond the line of the underlying power, and average values and overall rankings tend to conceal this inner twist.

The appeal of tourism epitomized by Takachiho Gorge, too, does not directly fill in the real number that is income. In a flat prefecture, the birth rate alone juts out 1.7σ beyond its underlying power—that is precisely where Miyazaki rewards reading. The fact that, in a prefecture holding a gorge of myth, the figure stretching highest is not economic power but the birth rate suggests that a structure in which children are born even with low income has put down roots in the land. It is too early to pin the reason on a single one, but I want to keep watching this one point as an outline inside the flatness.

When speaking of Miyazaki’s future, the earthquake must be placed as “the fate of this land.” Miyazaki Prefecture sits in a position strongly affected by trench-type earthquakes of the Hyuga-nada, shallow inland and coastal earthquakes, and a Nankai Trough megaquake; the prefecture has published its earthquake and tsunami damage estimates, and the national government also recalculated its damage estimates with the latest data in 2019. The long-term evaluation of the government’s Earthquake Research Committee places it in the highest-rank probability band of occurrence. Even with uncertain timing, the certainty is a government official figure, the scale of impact is extremely large, and its meaning changes decisively depending on whether it is coastal or inland.

On top of that, the weight of population dynamics presses on the flat structure. Miyazaki initially targeted maintaining a population of one million by 2030 but revised it downward to 977,000, and decline continues in major cities such as Nobeoka. The flat prefecture seen in the previous section—where “the birth rate alone juts out beyond its underlying power”—has thin room to absorb the same-direction downward pressure of the generational turnover concentrated in 2031–33 and the phase of a rising vacant-home ratio.

A present in which only the birth rate juts out on a flat surface; the fated earthquake risk of the Hyuga-nada and the Nankai Trough; the weight of population dynamics with thin room. Flatness is also thinness of room—this prefecture has little depth to absorb upside and downside. Without forgetting the geographical premise that disaster changes meaning decisively between coast and inland, I want to write it on separate tables by location and by time axis.
