The site treats data lineage as a first-class concern: each metric is documented with its source, reference period, calculation method, and update frequency. We separate "potential" (e.g. fiscal capacity index) from "delivered outcomes" (e.g. childcare wait times). We do not publish proxies dressed as outcomes.
